Remmus, in partnership with Headway Sussex, propose delivering a new, purpose-built home for Headway Sussex and 25 thoughtfully designed new homes — including 40% affordable housing — at Land at Headway House. This sustainable development not only meets pressing local housing needs, but also provides vital, long-term funding to Headway Sussex, helping to secure their ongoing operations and life-changing support for individuals and families across the local community and wider Sussex area.

About Headway Sussex
Headway Sussex is a local charity supporting people living with Acquired Brain Injury and their families, across the whole of Sussex supporting physical, cognitive and emotional recovery.
Every year, thousands of people across Sussex experience life-changing brain injuries, and Headway Sussex provide the specialist support that is so vitally needed to aid recovery. In 2023-24 alone, 9,360 people in Sussex were admitted to hospital with an Acquired Brain Injury, many of whom rely on Headway Sussex’s specialist support to rebuild their lives. Without these services, people recovering from brain injury would need to travel outside the county to access the help they need.
Headway Sussex has a strong local presence and has been on site, serving the local community for over 25 years. Their hub in Newick offers a range of wellbeing services designed to support cognitive, sensory and social connection. Activities such as woodwork, arts and crafts, pottery, gardening, cooking, fitness sessions and outdoor games are provided to aid cognitive and sensory development, build confidence and social connections. The team at Headway Sussex also provide a community liaison service providing outreach and offer support groups to bring together individuals, families and carers as part of Headway Sussex’s wider wellbeing services.
Despite its vital role in the local community, Headway Sussex’s existing buildings are underutilised, face ongoing maintenance and operational challenges. Increasing financial pressures have forced cuts to services. Without investment in new, fit-for-purpose facilities, Headway Sussex’s long-term ability to support people locally is unviable.
In partnership with Remmus, Headway Sussex is therefore seeking a new high-quality facility on part of the site which will help provide the financial uplift needed to secure its long-term financial sustainability and operations within the local community. The partial development of the site will also open up new opportunities to compete for government grants and additional funding.

The Site
The site is home to Headway Sussex and is located in Chailey parish, on the boundary of Newick. The proposed development area is approximately 1.91ha in size (roughly 3 football pitches) and currently contains three buildings, hardstanding, a car park and open space. The main access is from Jackies Lane, and the site is surrounded by Jackies Lane, Harmers Hill and Western Road (A272). On the east of the site is Reedens Meadows SANG (Suitable Alternative Natural Greenspace). The site is surrounded by trees and shrubs and is naturally contained.
Newick is approximately 0.8 miles from the site, with existing local shops, services and green spaces accessible by a short walk or cycle.
Our Proposals
To secure a lasting legacy and continue supporting the local community Headway Sussex, in partnership with Remmus, is seeking an enabling development which will provide a new high-quality facility including office space and additional room to support clients on part of the site and help secure its long-term financial future.
The wider proposals will deliver a sustainable, landscape-led development that responds positively to its setting and the pressing housing needs of the local community, while securing the long-term operational future of Headway Sussex through the new, purpose-built office facility on the southern part of the site.
The development represents significant investment in a modern, energy-efficient Headway Sussex facility, ensuring the charity can continue its vital work from buildings that are fit for purpose, efficient to run, and designed around their operational needs,
Alongside this, the proposals aim to create a sustainable and attractive place to live that complements the existing local character of Chailey and Newick and benefits from good accessibility and proximity to local shops and services.
The proposals for the site include:
A new purpose-built facility for Headway Sussex
- The proposals will deliver a new, purpose-built, energy-efficient facility for Headway Sussex, supporting their continued work within the local community.
- The office facility will provide flexible and accessible workspace, tailored to Headway’s ongoing operational needs, supporting the effective delivery of their services and provide additional room to support clients.
- In addition to the new office facility, the retained Headway Sussex building will be renovated and improved to contribute to a complex that responds to their operational needs and will enable the long-term provision of their services.
Landscaping
- The new homes will have access to private and shared gardens, so residents are able to enjoy green spaces.
- An area of open space to the eastern part of the site will create an area for relaxation and play for residents.
- New planting will create an attractive place to live and complement the character of the surrounding area.
- Planting and biodiversity improvements will create new habitats and improve the ecological value of the site.
Sensitive design
- The site is already well contained and additional planting is proposed to reinforce visual screening from surrounding areas.
- The design of the new homes draws on features of the surrounding area, ensuring a high-quality and well-integrated development.
- New homes facing the northern boundary will have reduced eaves to ensure a seamless countryside edge.
New homes
- The proposals will provide 25 new high-quality, sustainable homes, with sizes from 1-bedroom flats to 5-bedroom houses, providing much-needed homes to meet local housing needs. The homes will be set within a design and landscape-led inclusive new community.
- Of the new homes, 40% will be delivered as affordable, contributing meaningfully to local housing supply.
- The homes will be built by Remmus Designer Homes, a quality local housebuilder with a strong track record in Sussex.
Ecology and Biodiversity
- The planting and ecological proposals aim to create a resilient green corridor that secures long-term biodiversity benefits. Therefore approximately 3.29ha (roughly 5 football pitches) of the site will be used for habitat creation and improving biodiversity.
- The northern part of the site will benefit from additional planting and will deliver a biodiversity net gain in excess of 10%. A variety of planting will ensure different habitats and strengthen the ecological value of the site.
- The proposals include enhancement and mitigation measures for protected species such as bats, dormice and reptiles.
Sustainability
- The proposals have been designed to include a number of best-in-class sustainability features to minimise energy consumption.
- The site is partially brownfield and therefore offers opportunities for redevelopment that reduce pressure on surrounding agricultural land and support sustainable land use.
- The proposals include Sustainable Urban Drainage Systems (SuDS) to effectively manage surface water and reduce flood risk across the site.
Connectivity
- The proposals include well-planned access routes for vehicles and pedestrians, which ensures connectivity with neighbouring areas.
- Pedestrian access will be provided in the southeast and southwest corners of the site, leading to new pedestrian crossings on Jackies Lane and Western Road (A272).
- The existing site access will be widened to provide vehicle access, with proposed widening of Jackies Lane between the site and Western Road (A272).
- The site is located a short drive, walk or cycle to Newick Village and local shops and services.
